Parent PLUS loans under the new rules

Not eligible for RAP

Parent PLUS loans, consolidation loans that repaid a parent PLUS loan, and “double consolidation” loans can’t be repaid under RAP.

New parent PLUS loans (on or after July 1, 2026)

  • Limit: $20,000 a year and $65,000 total per dependent student, across all parents.
  • Repayment: Tiered Standard only.
  • If the parent also has their own student loans, those can go on RAP while the parent PLUS stays on Tiered Standard.

Older parent PLUS loans (before July 1, 2026)

Parent PLUS loans themselves are not eligible for income-driven plans. They can use the 10-year Standard, Graduated or Extended plans.

A Direct Consolidation Loan made before July 1, 2026 that repaid a parent PLUS loan can use ICR through June 30, 2028. The 2025 law opens IBR to such a consolidation loan if it was being repaid under ICR or another income-driven plan at any point between July 4, 2025 and June 30, 2028. StudentAid.gov’s version: the borrower must make at least one payment under ICR before July 1, 2028.

Consolidating now

Under the 2025 law, a Direct Consolidation Loan made on or after July 1, 2026 can only be repaid under Tiered Standard or RAP, and a consolidation loan that repaid parent PLUS can’t use RAP. So a parent PLUS loan consolidated today goes on Tiered Standard; the ICR and IBR route is not open to it.

Taking a new loan changes the picture

The ICR exceptions in the regulation don’t apply to a borrower who receives a Direct Loan on or after July 1, 2026.

Consolidation is a big step

Consolidation creates a new loan and can change your repayment options and payment counts. StudentAid.gov asks borrowers to review their personalized results before consolidating.

What to do next

  1. Check your loan types and first-disbursement dates on your StudentAid.gov dashboard.
  2. If you already have a parent PLUS consolidation loan from before July 1, 2026, make at least one ICR payment before July 1, 2028 to keep IBR open.
  3. Think carefully before consolidating now: the new loan gets Tiered Standard only.
